Expansion of Bukit Tigapuluh National Park and Protection of Its Wider Ecosystem

KKI WARSI will have cooperation with local NGOs at Jambi and Riau Province, viz. Gita Buana Foundation, Cakrawala Foundation, Alam Sumatra Foundation, and Sialang Foundation, in the form and name of Bukit Tigapuluh Consortium.

Background
Bukit Tigapuluh National Park (BTNP) established in 1995 as result of lobbying based on the NORINDRA
(Norwegian-Indonesian Rain Forest and Resource Management Project) research cooperation. BTNP is first national park established directly rather than as upgrade of lower priority conservation area and the first national park established at expense of active logging concessions. Where 250.000 ha target initially supported by Ministry of Forestry eventually reduced to 127.000 (actually 145.000) because of heavy pressure and compromise with logging concessionaire (belonging to key Soeharto crony) owning to access high politics. So that finally result shape of the park seriously at odds with rational management, very long boundary to maintain and guard, and small out-of-reach core.  

Through various technical work and advocacy by an alliance of 5 local NGOs (Bukit Tigapuluh Consortium), the project aims to gain popular support and official approval of special management measures to secure the Bukit Tigapuluh ecosystem (Tesso Nilo – Bukit Tigapuluh Landscape and Corridor) , which contains the largest block of lowland rain forest in Sumatra. The proposed measures include major extensions to the park that will round out is shape and encompass remaining natural forest on very steep slopes, which according to national regulations should be protected. The measures also include minor boundary adjustments to reduce conflicts between the park and local communities and development interventions to engender support for the project. At the same time, the project will help maintain natural forest on the plains adjacent to the national park by investigating options for protection and sustainable management and promoting a viable consensus among stakeholders.

Project Purpose
Central, provincial and district level authorities will have decided in favor of the proposed extensions of the Bukit Tigapuluh National Park and declared support for the need to permanently retain adjacent plains forests through protection and sustainable management.

Project Output 1
WARSI coalition team and project organization for Bukit Tigapuluh established and as a field-based operation

Project Output 2
A set of maps and reports comprising forestry and community survey data and analysis in support of Bukit Tigapuluh National Park rationalization/expansion and the permanent retention of adjacent natural forest.

Project Output 3
Completed advocacy campaign to gain approval at all levels of government for rationalization/ expansion of Bukit Tigapuluh National Park and support for the maintenance of the wider forest ecosystem through sustainable management and protection of forests on the adjacent plain

Activities
A.
Set up project organization and administration

     1.
  Set up project mechanism to involve NGOs as partners in a consortium.
     2.
  Set up project infrastructure/administration at Jambi and Riau.
     3.
  Hold regular internal workshops for planning, monitoring and technical discussion.

B. Survey/Study/Analysis
     1.  Inventory and collect existing data/maps and acquire recent satellite images for spatial analysis and map production.
     2. Produce maps for forest, biodiversity and community surveys, to support of development activities and spatial resource management, for communication and lobbying on park extension and adjacent forest management options.
     3. Conduct surveys to identify resource management and development problems in key park boundary villages and communities related to adjacent forests, and produce analytical reports.
     4. Forestry and biodiversity survey, corporation with relevant institution/consultant, to support proposals for park extensions, and to elucidate future management options on plains adjacent to park.

     5.
Expanded forestry surveys, including of corridor connections with other conservation areas.

C. Community organizing and development
1.
Organizing and strengthen of local institution in park boundary villages.
2.
Produce proposals for project-funded development and facilitation of official development programs in park boundary villages.
3. Implement community development and resource management activities with project funding.
4.
Facilitation of community development and official village development programs.
5.
Conduct joint reviews with district and village officials of project supported/facilitated development activities. 

D. Information and  Advocacy Campaign
1.
Produce calendars, bulletins and website to profile project, and press release.
2.
Conduct media expeditions to Bukit Tigapuluh Park and facilitate contact with stakeholders and decision makers.
3.
Facilitate project relevant coverage by individual media to shape decision making context.
4.
Hold regional and national seminar on Bukit Tigapuluh, and produce proceedings with presented documentation.
5.
Discussion and technical lobbying with key stakeholders at all level.
